TI-IE QUESTION OF SURVEY. (Per United Pbess Association.) n ( . WELLINGTON, March 25. ' Referring to the recent accident on the steamer Surrey, the Minister of Marine has written to the secretary of tho Watersitlo Workers' Union as follows:—''l find that the vessel was surveved in England, am! that she has a Board of Trade certificate which, under the provisions of subsection 1 of section 185 of ' The Shipping and Seamen Act, 1903,' is in fovco in this colony. There is, therefore, no power to survey her in Now Zealand unless there ie reason to believe that she is unfit to proceed to sea without serious danger to human' life, when she could ho detained and specially surveyed under section 226 of the act. There do not, however, appear to be sufficient grounds to tako action under this section, but tho circumstances under which tho incident occurred will be brought under tho notice of tho Board of Trade, to which a copy of the cvidonco taken at the inquest will be sent."
