THE NICARAGUAN CANAL.

The work of constructing the Nicaraguan Canal will occupy six years, and will cost a hundred and fifteen million dollars, which will be supplied by the Treasury. All nations will pay the same canal tolls. Neutrality will be guaranteed. President M'Kinley bas been requested to secure the abrogation of the Clayton-Bulwer concession, and authorised to acquire another route if Nicaragua declines to grant suitable
terms.
