CHILI AND THE UNITED STATES.

(Received January 29, at 7.35 p.m.) President Harrison explains that Chili's reply was received prior to the issue of the United States ultimatum, but that it was not translated for the reason that its receipt had not been mentioned to the Cabinet. Chili suggests that Spain and Brazil should arbitrate. President Harrison recommends the acceptance of the Chilian apology and the recalling of Mr Bgan, the United States Minister. The Chilian Government have received numerous expressions of sympathy at the position they have been forced into by the United States.

Mr J. G. Blaine, United States Secretary of State, expresses himself satisfied with the apology tendered by the Chilian Congress, and has referred the apology to a committee.

The Times says that President Harrison has been guilty of sharp practice in connection with the Chilian incident, and accuses him of browbeating the South American Republic for the purpose of making political capital out of the affair.
