Snt—Referring to the letter of Captain Baldwin, I would obnervo that the payments of policies and annuities of which he made mention, do not appear in the published return from which my information waa drawn. I have no reason to doubt, however, the correctness of his statement, and that expenses of management no far should therefore be set down at 36 instead of 39 or 40 per cent. In regard to the last paragraph of his letter, in which he says I am mistaken in affirming that the Government offered insurance cheaper than other offices, my authority for that statement is the advertisement that hat? appeared from time to time calling public attention to the fact that the Government charged lower rates than other offices doing Iwx'ww in New Zealand. Captain Baldwin, who kindly called apon mo, has explained that in stating the Government do not charge lesa than private Companies, he refers to some offices, more particularly the Scottish Provident, who <io not carry cm Oumizh* Iw.r*". —l am, &c,
