Reuter’s Telegram. BEIRUT, April 28. M. de Jouvenel, French High Commissioner in Syria, has issued a proclamation granting Syria a national government, and appointing Namy Bey head of the Government, with power to select colleagues, pending a regularlyelected parliament. Eleven French battalions participated Jn the capture of the capital of the Jebel Druse on April 25th. The French losses are stated to be 80 killed and 270 wounded. The rebel casualties were heavy.
