The department’s efforts to stop the shipments of so-called “bootleg milk” into the city were frustrated by railway employees, who were bribed by parties to hide impure supplies. OIL SOLD AS CREAM Cream was adulterated heavily with oils. A clique of blackmailers existed, levying tribute upon dishonest dealers under threat to reveal the conditions. Four men are now being held and grand jury indictments aro expected. One blackmailer confessed that he had collected 100,000 dollars a year. Department officials claim that powerful forces are working against them, and that incriminating evidence is being stolen from the department’s recordroom.
