PRISONERS ON TRIAL
EXAMINATION BY EXPERTS PROPOSED TO DISCOVER THE CAUSE. , Renter’s Telegram. < LONDON, August 6. , The International Prisons Congress, sitting at the Imperial Institute, wds addressed by the Lord Chief Justice (Lord Hewart), who emphasised' the value of probation. He gave statistics showing that under the Borstal system .70 per cent. <j£ the boys and 80 per cent, of the girls dealt with never got into trouble again. Tlie conference adopted a resolution that it was necessary that accused persons and also convicted offenders should be physically and mentally examined by specially qualified practitioners, and tlie necessary services to enable that to be done should be installed at institutions. . Such a system would help to determine the biological and sociological causes of criminality. Some of the delegates strongly objected to interference with a prisoner before his trial, but Sir E. Ruggles-' Brise assured the congress that there was no desire to interfere with the ordinary procedure of criminal justice.
