GOVERNMENT SUCCESSFUL. Reuter’s Telegram. (Received October 14, 5.5 p.m.) BERLIN, October 13. Tire Reichstag passed the Emergency I.aw by 316 votes to 24. Seven members abstained from voting. The Reichstag's decision saved Herr Stresemann from the necessity of dissolving Parliament. The House was packed and there were thousands outside. The debate began with the usual denunications by the Communists, but the spokesman of the Bavarian Pteople’s Party announced that the party would not withdraw if the measure were passed. This settled the fate of the Bill, which the withdrawal of tho German Nationalists was unable to alter. The voting was awaited with tense exoitement and received with cheers, except by the Communists, who hissed.

The work of reconstruction of Germany immediately commences. Drastic measures are expected, dealing first with profiteers and unemployment. It is anticipated that the dismissal of workmen will be prohibited.
