General C'bang-Tso-Lin seems destined to lose control of his forces. The Manchurian .troops are leaving .him, and the Harbin garrison have joined Wu Ped-Fu’s flag. Mutineers also seized the Chinese Eastern railway from Harbin to the maritime provinces of Siberia. A thousand Japanese troops are the only foreigners guarding tfie railway. (Received May 31, 8.5 p.in.) TOKIO, May 31. Japan has announced her intention to withdraw her troops from Hangkow, in keeping with the spirit of the resolution of tho Washington Conference. Foreign officers have expressed tho hopo that the Chinese Government will do everything in its power for the protection of the lives and property of foreigners in China, in order to. prevent a recurrence of such unfortunate incidents as have happened in tho past. , ONLY IF ASKFD FOR JAPANESE TROOPS TO QUELL DISORDERS. The committee of tho Japanese Federation. of Labour called at the Premier’s office" with a resolution demanding tho immediate evacuation of Japanese troops from Siberian soil. The Premier refused to see the delegates. The latter then called at the Foreign Office, and were told that the demands were impossible until the lives and property of Japanese residents in Siberia were guaranteed protection. The resolution was nc companied by a similar one drawn up by tho British Federation of Labour.
