PROPOSED CONSTITUTION. By Ttlegraph—Press Association—Copyrlcm > SYDNEY, May 20. The constitution of the proposed Australian Union Federation provides that any trade or industrial organisation eliaill ho admitted. The general management is to bo vested in a council of twelve elected at a biennial conference. There shall bo no cessation of work or disturbance of industrial conditions until the matter in dispute has been placed before the council.
