The American Consuls have been ordered to investigate the circumstances, and the Mexican Government is also making inquiries. It is believed at Mexico City that the executions wers carried out by Federal troops, with the idea of precipitating American intervention. State department officials at Washington regard the situation as serious. If it is learned that the hangings were the result of threats by Generals Orozco and Salazar, the rebel leaders, the United States Government may take drastic measures. Later advices from El Paso are to the effect that the men executed were S. Schuhent and S. Hurtling, both Germans.
