'AMERICAN OPINION ON THE NEW AGREEMENT.
WASHINGTON July 21. Unofficial opinion regarding the Rus-so-Japanese treaty is that it is an agreement between the two countries not to interfere with each other in certain definite zones ; that such an agreement has no binding force on any nation not a party thereto, and that, therefore, the status quo in China will not he affected.
