AN ACTING-MINISTERIAL APP OINTMENT. "By Telegraph—Press Association—Copyright. (Received August 4, 9.55 p.m.) SYDNEY, August 4. Tho Cabinet decided that pending the by-eloctions Mr E. Flowers, M.L.C., chairman of tho Executive Council, shall act as Chief Secretary in place of Mr D. MaoDonell,* who lost his seat through absence, and also as Minister of Lands in place of Mr N. R. AY. Neilson, who resigned the portfolio.
