GIGANTIC IMPROVEMENT SCHEME. .- By Telegraph—Press Association —Copyright. (Received August 4, 9.55 p.m.) LONDON, August 4. Tho Port of London Authority has decided to commence, early in 1912, tho dock scheme recommended by tho General Purposes Committee, which will involve an immediate expenditure of four millions sterling, out of a total of fourteen and a half millions' to bo expended on port improvements.
