A GOOD UNDERSTANDING PACIFIC SPEECH BY LORD HALDANE. By Telegraph—Press Association—Copyright. (Received August 4. 9.55 p.m.) LONDON, August 4. Lord Haldane, Secretary of State for War, in an address to an Oxford students’ meeting, said that it would bo a pity if the peaceful co-operation of Germany and England were marred and impeded by unnecessary suspicions arising out of ignorance and want of forbearance. There were few tilings more desirable than an understanding between England and Germany. Such a change might not supersede considerations of defence, hut it;; tendency would bo to lighten the nation’s financial burdens.
