It states that it is esserrtial to form a central board consisting of representatives of the overseas dominions, and also of the Institution of Civil Engineers, the Ordnance Survey Institution, and the Colonial Office for the purpose of maintaining examination standards. It proposed that this borrrd should moot every four years.
