At the conference at while h the Declaration of London was drawn.up no agreement was reached ms to the conversion of a merchant vessel into a warship on the high seas. Tho British Government has always contended that such conversion sUbxud take place in the territorial waters of tho belligerent State. Tho opponents of the Declaration contend that, the abocenco of any provision in’ohi biting such conversion on the high soii-s constitutes a valid reason for declining to ratify it.
