RECONSTRUCTION SPECULATION REGARDING MR CHURCHILL. PREPARING FOR EVENTS.

Mr Asquith, Prime Minister, has submitted to King Edward the changes he proposes to make in his Ministry, consequent on Sir H. G. Bannennan’s retirement. Nothing will be announced till after Mr Asquith’s return to London tonight. It is oonsidered probable that Mr Winston Ohurcihill will be President of the fioard of Trade rather than Secretary of State for the Colonies. In the event of his defeat for North-west Manchester a Welsh member has offered to retire in Mr Churchill’s favour. The “Daily News’’ claims to have authority for announcing that Mr Moriey, Secretary for India, will go to the House of Lords, retaining his present portfolio.
