POLICE COMMISSION.
SERIOUS CHARGES. THE VICTORIAN FORCE. MELBOURNE, October 26. Serious charges against high police officials were made before tho Police Commission. Mr McHugh, an ex-polico inspector, stated that he was greatly hampered in carrying out his duties by the Chief Commissioner. A clerk i n the Licensing Office stated that tho Chief Commissioner was partowner in a certain hotel, and on one occasion ho had to servo a notice on him. Other allegations of undue influence by tho Chief Commissioner were also made.
