THE REORGANISATION SCHEME. DISCUSSION IN THE COMMONS. (Received March 15. 10.55 p.m.) LONDON. March 15. In the House of Commons Sir H. Camp-bell-Bannerman and Sir IV. V. Harcourt condemned the army reorganisation scheme, as unnecessarily aggressive and suggestive of coming conscription. The Hon A. J. Balfour, in reply, denied that there was any wanton aggression. It was imperative, ho said, to he ready to defend the Empire and to comply with treaty obligations.
