THE WAR OFFICE. LONDON, February 25. Colonel E. W. D. Ward, of the Army Service Corps, has been -appointed Permanent Under-Secretary for War, in succession to Sir Ralph Knox. [Colonel Ward entered the army in 1874, and served in the Soudan Expedition of 1865 and the Ashanti Expedition ai 1895-96.
