FEELING AFTER A LOAN. (Received May 21, 9.15 p.m.) LONDON, Saturday. The Russian Government is sounding the English market for a large loan. [The debt of Russia at the Ist of January, 1897, was 6,735.376,443 in gold and paper roubles, and ner finance is inexplicably involved. She has been labouring for years with her enormous debt, and ner burden has, it is alleged, encouraged her to sue tor the las'.ing peace of Europe more than- her humanitarian instincts.]
