FEDERATION AND DEFENCE.

The Governor (Lord Hampden), speaking at (Jraftoii, referred to Federation in relation to defence, and reminded his hearers that the match was always closo to the powder ban el, and an explosion nrgliL occur at any moment. Australia spent millions on defence, and it was desirable that the scheme should be efficient. It could only bo so by Die forces being trained to act together. Federation was retarded, he feared, by local interests, while national interests wero sacrificed. He disclaimed tho contention that Federation would divert tho natural flow of trade. Tho towns would get tho trade, to which they would naturally lay claim, and any attempt to divert it would end in failure. Ho believed tho question would soon be satisfactorily solved, it was easy to magnify tho difficulties, but with a real desire for Federation these would easily bo overcome.
