The debate on the motion for the second reading of Mr Chaplin’s Bill for the Belief of Agricultural Distress will bo taken on Monday.
Sir W. llarcourt, Leader of tho Opposition, said, in tho course of the debate on the first reading stage, that the Bill went half-way towards a national poor-rate. London, April 22.
Sir 11. 11. Fowler, Secretary for India in the Rosebery Government, will move as an amendment to Mr Chaplin’s Bill to the effect that it is unjust to restrict ratable relief to one class of property.
