ELECTORS IK DOMINION BALLOT PAPERS AVAILABLE Ballot papers to allow members of the United States armed services and the merchant marine to vote in the Federal elections next November aje now in New Zealand, and are available to all who apply and can prove their eligibility. Cards have also been received by which United States voters in New Zealand may applv for ballot facilities in coming State elections. The provision of these facilities is a Federal matter, and a majority of the individual States have agreed to their use. In some cases, however, the arrangement has not proved acceptable, and residents of these States will be unable to make use of the privilege. No date is given on the Federal ballot papers as to when they should be returned. Application must be made locally by tomorrow for Statu ballot papers. Tin; Federal ballot paper provides spaces for writing in the name of the elector's choice for President, State senator (if one is to be elected), district Congress representative, and a representative at large in Congress, the last applying only to those States entitled to such representation. X 0 provision is made for voting for VicePresident. as it is deemed that a vote for President includes a vote for VicePresident of the same party. The voting paper is sealed within an envelope, upon which the elector writos his name and address. The form of an oath is also contained on the envelope the elector being required'to swear to particulars about his eligibility before an officer or other authorised person. This envelope is then placed within an airmail cover for despatch to the Secretary of State in the eleci tor's State. i The application for State voting rights is also in the form of an oath which must be duly attested. The State ballots for which facilities are provided range from that of State Governor down to county officials.
