CERTIFICATES PROPOSED (0.C.) WELLINGTON. Thursday The Minister of National Service, the Hon. R. Sentple, announces that the issue of a certificate to men who are permanently medically unfit for any type of military service—that is, men in grade four —is receiving consideration. He had been requested by Mr. J. A. Roy (Opposition—Clutha) to consider giving this class a badge to protect them from the accusation of being shirkers. 'it is not considered practicable nor desirable," comments Mr. Semple, '"to issue certificates to men who are medically classified in grades 2 and 3 in view of the fact that their medical grading may be subject to change from time to time, and, in addition, they are liable to some form of military service. The fact that a person holds a certificate of enrolment in the general reserve is prima facie evidence that he has fulfilled his obligations."
