The soil investigation and collection of meteorological data had also been dealt with, and it was hoped to lie able to proceed at an early date with the engineering part of the work. This, however, was delayed owing to . dilliciilty in getting draughtsmen and the position was aggravated by staff depletions owing to tbe war. Tbe survey was estimated to cost £2OOO and the expenditure to date had been .£1561. . The Mayor,: Sir Ernest Davis, said that owing to difficulties encountered the survey had taken six months longer than had been anticipated, hut it was expected that "the preliminary work would be completed before Christmas. The report was adopted.
