MR. R. A. SINGER WELCOMED Congratulations were extended by his fellow members of the Bar yesterday to Air. R. A. Singer when ho was able to make his first appearance in the Supremo Couit since lie was the victim of a mysterious explosion at tho entrance to his homo on July 9. Mr. Singer was obviously in excellent spirits, but ho still shows signs of tho injuries ho suffered,
