FORECAST BY MINISTER ADMINISTRATIVE CHANGES [BY TELEGRAPH —PRESS ASSOCIATION'] BLENHEIM, Monday The Minister of Education, the Hon. P. Fraser, indulged in what he deecribed as "a rash forecast" to-day in regard to administrative reforms in education. "I hope next year to bring before Parliament an important bill in order to bring about a number of urgent reforms," said Mr. Fraser. "Among them .will be the question of school administration, which may perhaps involve the amalgamation of primary, technical and secondary school boards, so possibly Marlborough may have its own education board. "The forecast may be a rash one. but something of this nature "will have to be attempted to have one teaching service and one administration right through the pupil's school career from kindergarten to University."
