CITIZENSHIP LECTURE
ADDRESS AT Y.M.C.A. The opening lecture in a short course . on citizenship was delivered last night at the Y.M.C.A. by the Hon. T. Blood- • worth, M.L.C., his subject being, "the City Council and Local Bodies." He • commenced his remarks by congratulating the chairman, Mr. F. C. Brookbanks, on the enterprise of the association in making such a course available to young men and citizens generally. , " Local government was the forerunner of national government," Mr. Bloodworth said. " It exists in every * country in some form or other." Mr. Bloodworth explained the composition and functions of the City Council, and all the different boards whose duty it was to administer regional utilities, such as transport and power. Questions were nsked by many of those present.'
