AMERICAN CONCESSION TREATY WITH REPUBLIC POWERS SURRENDERED By Telegraph—Press Association—Copyright (Received April 26, 6.35 p.m.) NEW YORK, April 25 The Washington correspondent of the New York Times reports that a new treaty between the United States and Panama, the text of which has not been published yet, makes important revisions in America's defence rights over the Canal. Considering the importance of the Canal in the event of hostilities in the Pacific, Navy arid Army officials are said to object to some of the features of the treaty, and they will ask for changes. Whereas in the past the American military authorities have enjoyed wide power over Panama's territory for defence purposes, the new treaty gives Panama full sovereignty over all the territory except the actual canal zone. It is provided in case of emergency, however, that the two Governments shall consult on adequate measures for defending the Canal and the surrounding territory.
