TREATY NEGOTIATIONS CAIRO DELEGATION CAIRO, Feb. 13 A rescript has been issued appointing a delegation of 13 members, headed by Nahas Pasha, with full powers to negotiate a treaty with Britain. The difficulty over procedure has been overcome by an undertaking that if the negotiations fail both Governments will do their utmost to prevent friendly relations being disturbed.
