GERMANY DENOUNCES PACT NEW ELEMENT OF INSECURITY (Received February 14, 5 p.m.) BERLIN, Feb. 14 The first official announcement that tho Franco-Soviet pact is regarded as a violation of the Treaty of Locarno was made to-day through semi-official "diplomatic correspondence," in which the spokesman for tho Wilhelmstrasse said it would be erroneous to believe that tho pact did not impair Locarno. "Germany cannot remain indifferent if various regional pacts arc pushed ever further, until nothing remains of the original idea," said tho spokesman. "Germany regards this pact as an alliance directed against lier. It is a new clement of tho insecurity in European politics."
