GOVERNMENT ARRANGES VOLUNTEER LABOUR QUESTION (Received October 17. 10.25 p.m.) MELBOURNE, Oct. 17 At a special meeting of the Victorian Cabinet this afternoon Ministers discussed the strike" position. They arranged for special police protection in the city and suburbs, in the event of disturbances synchronising with the arrival of the Duke of Gloucester tomorrow. The Tramway Board also held a special meeting, at which it decided that those tramwaymen who are prepared to resume duty should notify the board not later than Friday, after which it will take steps to recruit other men and re-establish the tram services. It is understood that the moderate section at this morning's meeting of the men were opposed to the strike, declaring that it would completely alienate public sympathy at present. It is also reported that any attempt to recruit volunteer labour for the trams will lead to an extension of the strike to the power-house employees. This would have the effect of stopping the electric trains.
