GERMAN ANTI-SEMITISM RETALIATORY ACTION URGED (Received August 22, 8.15 p.m.) PRAGUE, Aug. 22 The 18th Zionist Congress has been Cperfed in Prague. There are 3,70 delegates and 4000 guests. Germany and Russia are not represented. M.' Sokoloff, the president, in . his opening speech, called op the civilised world to help in the building of a Jewish homeland in Palestine. " Anti-Semitism has struck a deadly blow-at our people," said M. Sokoloff, " We are faced suddenly by the ruins of Jewish emancipation in Germany,. Jews are not enemies of Germany. They admire her culture, but our existence is at stake. " The time for protesting is over and now dfeeds are wanted." M. Vladimir Jabotinsky advocated a merciless .fight against the Hitler regime. "We must destroy our enemy," he said, " not only by a boycott, but by supporting all . the forces that are working against Hitler, in order to isolate Germany from the civilised world."-
