DEPARTURE FROM EAST SPLIT WITH GOVERNMENT (Received April 18, 6.15 p.m.) SINGAPORE, April 18 Mr. W. IT. Donald, formerly of the Melbourne Argus, for .'SO years in China and for a few years editor of the China Mail, has been appointed adviser to the various Ministries attached to the Chinese Government. He arrived at Singapore to-day on tbo way to Italy. Accompanying Mr. Donald is Marshal Chang Hsueh-liang, the former Chinese war lord, who is retiring owing to diffi- ■ culties with the Chinese National Government. ARMS EMBARGO AMERICAN RESOLUTION SENATE OPPOSITION LIKELY WASHINGTON, April 17 The? House of Representatives to-day adopted the arms embargo resolution, granting President Roosevelt power to prevent the shipment of arms to warring nations. The resolution will go to •the Senate, where considerable opposition is indicated.
