SOVIET TO JAPAN FAR EASTERN RAILWAY CItISIS DEVELOPING MANCHUKUO'S ACTIONS ' SEIiIES OF COMPLAINTS Dy Telegraph—Press Association—Copyright (Received April 18, 11.55 p.m.) 1 MOSCOW, April 18 An abrupt Note lias been handed to the Japanese Ambassador in Moscow referring to recent incidents on tbo Chinese Eastern Railway as prejudicial to the Soviet's interests. The Note asks Japan for a speedy reply guaranteeing efficient measures to safeguard the Soviet's rights. The Soviet complains of the ManI chukuo authorities' seizure of railway property and of robbery, murder, kidnapping and torture of Russians employed on tbo line; also of failure to L pay for the transport of Japanese sol- , diers.
