CAPITAL REDUCTION EXPERTS' RECOMMENDATION MELBOURNE, April 17" The expert committee which is investigating the Victorian railway system intends to recommend the writingdown of tho nominal capital of tho railways by one-third, also the establishment of a depreciation fund, which at present does not exist. The total capital on which interest is being paid amounts to £75,000,000.
