By Telegraph—Press Association— Copyright Times Cable LONDON, Nov. 23 The Tokio correspondent, of the Times states that the newspaper Nichi denounces the Ottawa agreements as " the strangulation of the open door principle." . .The paper says: "Tho world hitherto has been silent about Britain's possession of one-fifth of the earth, only because sha maintained the open door and administered her territories for tho welfaro of the inhabitants, not the Empire. " Tho world now is driven to ask why Britain should occupy so vast an area?"
