OFFER FROM GOVERNMENT ACCESS TO HER SON LIMITED BUCHAREST, Oct. 30 The Rumanian Government lias offered e.x-Queen Helen the following conditions without alternatives: —(1) A sum equal to that she received prior to the reduction of the entire civil list and State employees' salaries, or nearly £14,000; (2) permission to see her son Michael in Switzerland for a month every year; (3) permission to visit Rumania, residing where the Government desires. Tiie ex-Queen has been given until tomorrow to reply.
