NATIONS' WAR DEBTS.

SUGGESTED CANCELLATION.

OPPOSITION IN AMERICA,

(Received February 3, 6.55 p.m.)

WASHINGTON, Feb. 2.

It met with a cold reception in the Senate, however. Mr. R. Smoot (Republican—Utah) said he thought it was hardly necessary to reiterate his opposition and that of many other members of the Senate to the British proposal. Reed (Republican—Pennsylvania) said ho was perfectly convinced that the position of Congress had been made clear and that it was not going to be altered.
