(Received February 3. 8.5 p.m.) LONDON, Feb. 3. The latest news concerning the situation in Manchuria comes via Tokio. This is to the effect that the Japanese forces in that territory are still some distance from Harbin. They are being delayed by a broken bridge and are awaiting reinforcements. The former Russian Ambassador to China, Mr. Leon Karakhan, lias advised the Japanese Ambassador at Moscow that the Soviet might be compelled to protest ii the Japanese entered Harbin city. JAPANESE NATIONALS. EVACUATION ARRANGED. PRINCE AS CHIEF OF STAFF. TOKIO. Feb. 1. Prince Fushimi has been appointed chief of the Navy Staff. The Japanese Minister to China. Mr. Shigemit.su, on his arrival at Shanghai, arranged for the transport to Japan of women and children in view of the fact that the situation is rapidly becoming worse. HOSTILITIES DEPLORED.
