WHEAT AND FLOUR.
DOMINIONS' QUOTA. MATTER STILL IN ABEYANCE. LONDOX, Dec. 22. It is obviously difficult, at present, to forecast accurately the quantities of wheat and dour on which the quota allotted to the Dominions will be based. The Secretary for the, Dominions, Mr. J. H. Thomas, has made it perfectly clear that nothing is settled beyond Britain s acceptance of the principle of the quota, provided satisfactory quid pro quos are obtained from the Dominions. Moreover, Mr. Thomas is emphatic that the figure is not fixfcd and that it cannot be foreseen. What Britain is likely to concede depends upon the degrees of reciprocity arranged for at Ottawa. Fiftyfive per cent, for the Dominions was generally accepted as the basis of the diseussioijs in 1930, and it is believed that both Britain and the Dominions regard this as the minimum share, though it may be extended at Ottawa.
