RISING IN CUBA.
REBEL STRONGHOLD TAKEN. FAILURE OF INSURRECTION. WASHINGTON. August 21. The United States Ambassador at Havana, Mr. 11. F. Guggenheim, has advised the State Department that the capture of the rebel stronghold, and the imprisonment of prominent leaders, with the loyalty of the Army and Navy, presages the speedy conclusion of the Cuban insurrection.
