CLEARING OF SITES.
APPEAL TO PROPERTY OWNERS. [BY TELEGRAHI. —OWN CORRESPONDENT.] NAPIER. Friday. " I am satisfied that while there are many owners with properly in the devastated area who are unable, for financial reasons, to clear their sites, tdiere are many who could, but are holding off, probably with no clearly defined reason other than a feeling that relief from public sources will be coming," said the commissioner, Mr. J. S. Barton, S.M., to-day.
"It.is a pity that this should be so, because the Government can hardly be expected at the present juncture to make preparatory grants or loans for this purpose without the inquiries that must precede grants or loans. Meanwhile, the bad psychological effect of the ruins remains. Tho weeks are passing, and nothing is being done. _ < ' " As soon as reconstruction starts there will bo congestion, and the work will be hampered by all property-owners wanting their sites cleared at once. It is felt in official circles that those property-owners in such a financial position as to bo able to have their sites cleared should do so immediately.
