EFFORTS TO REDUCE. REPORT OF COMMISSION. (Received April 0, 7.25 p.m.) BERLIN, April 5. A special Commission which was appointed to report upon the possibility of reducing the unemployed, recommends the stoppage of long working hours with overtime, a restriction of working hours in certain trades to 40 a week, refusal of permission to officials to earn money outside their occupations and inducements to married women in official positions to re sign.
