NECESSITOUS FARMERS.
FINANCIAL ASSISTANCE. WESTERN AUSTRALIAN BILL. The Attorney-General of Western Australia, .Mr. Davy, has introduced a bill in the Legislative Assembly for the adjustment. of farmers' dobts and for the equitable distribution of crop proceeds. The measure. Mr. Davy said, was designed to permit tho debtor farmer to carry on and try to clear himself. It was not framed to help the hopelessly insolvent farmer. The bill proposed to creato a board consisting of a representative of tho Agricultural Bank, associated banks, merchants, farmers and tho Government respectively, which would, on the farmer's application, call a meeting of his creditors, and tho creditors would decide whether fanners were to be forced into bankruptcy. If the farmer was allowed to carry on, his business would be subject to tho oontrol 'of the board. Owners of hire-purchase goods would not. bo permitted to repossess them without ati order of a Court. Tho bill would operate until March, 1932.
