ACTION OF GOVERNMENT. SURMISES AT OTTAWA. OTTAWA. August 28. It is considered probable that tariff action will be taken in the September session of Parliament, with one of three courses appearing likely in the brief period available. Those are a measure in the nature of a flat tariff increa.se, provision for an advance in the tariff on certain specified imports, or a bill increasing duties generally, except on certain specified commodities.
