NEW PROPOSAL IN BRITAIN. SELF-SUPPORTING GROUPS. LONDON. August 12. A comprehensive scheme will be submitted to the Imperial Conference involving the formation of public utility corporations for the pui-poae of developing trades in unsettled parts of the Empire. The proposals differ from the present migration methods, inasmuch as their aim wilj- be to build up entirely new settlements containing self-supporting communities of varied occupations. The corporations, backed by Government credit, would act as public contractors, employing men and women for definite periods.
