One message states that the Constitution has been suspended. A later message from Malta denies that tho Cabinet has resigned, but a strong rumour is current that there will bo an early reversion to tho status of a Crown Colony for two years. a Malta was ceded by Franco to Britain in 1800. It was given the status of a Dominion, with its own Legislature, a Senate and a Legislative Assembly, elected by tho proportional representation systoin of voting, and a Governor in 1921. "
